From the paper: Following the highly publicized kidnapping and murder of 12-year-old Polly Klaus and Kimber Reynolds, California Governor Pete Wilson signed the states three-strikes law, Proposition 184, in March 1994. The law was designed to punish the most serious and habitual offenders and help control crime. By May 31, 2001, over 50,000 criminals had been incarcerated. This included 43,800 under a second strike provision.
